Compensation: $50,000 - $55,000 Annual Salary Based Upon Qualifications and Experience; Health, Vision, Dental, and Life Insurance (full employer premium contribution); up to 3% annual salary match of employee IRA contribution
Employee Type: Temporary Full Time (current funding allows for two years, RAPC will seek additional funding to extend this position to permanent status)

Education & Experience: Associate’s degree in business, administration or related field supplemented by one to two years of general management or administrative experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. DUTIES & RESPONSIBILITIES:
• Plans, manages and supervises transportation services for the citizens, ensuring compliance with applicable laws, regulations, policies, procedures and standards of safety.
• Supervises subordinate transportation staff; supervisory duties include scheduling, instructing, planning and assigning work, reviewing work, maintaining standards, coordinating activities, selecting new employees, allocating personnel, acting on employee problems, recommending and implementing employee discipline.
• Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations; offers training, advice and assistance as needed.
• Assists in preparing and monitors the transportation program budget; processes accounts receivable and payable; seeks and assists in administering grant funds for program support.
• Procures new passenger vehicles for the transportation fleet.
• Supervises the cleaning and maintenance of passenger vehicles.
• Establishes vehicle routes; updates routes as necessary to accommodate community needs.
• Accepts transportation reservations from clients.
• Operates passenger vehicles to pick up and transport citizens as necessary when short-staffed; assists passengers on and off vehicle; ensures passengers follow safety regulations while in transit.
• Supervises senior trip coordination
• Receives and responds to client / public inquiries, requests for assistance and complaints regarding assigned programs and personnel.
• Gathers information for and prepares a variety of reports for decision-making
purposes and as required by the RAPC and/or other agencies.
• Operates a vehicle, passenger vehicle, wheelchair lift and a variety of equipment such as a computer, printer, fax machine, copier, calculator, telephone, two-way radio, etc.; uses clerical and computer supplies.
• Interacts and communicates with various groups and individuals such as the immediate supervisor, other Parish department heads and employees, subordinates, clients, various other local/state/federal agencies, and the general public.
• Assists with other Council on Aging programs as requested.
• Performs various administrative tasks as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, returning telephone calls, attending meetings, answering the telephone, etc.
• Performs related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES
• Thorough knowledge of the methods, procedures and policies of RAPC and DOTD Transportation as they pertain to the performance of duties of the Transportation Director.
• Knowledge of the functions and interrelationships of Parish and other governmental agencies.
• Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
• Knowledge of the principles and practices of social service program development and delivery, particularly transportation services for senior citizens.
• Knowledge of proper English usage, punctuation, spelling and grammar.
• Knowledge of modern office practices and technology, including the use of computers for word and data processing and records management.
• Knowledge of grant administration methods.
• Knowledge of the terminology and various professional languages used within the department.
• Ability to ensure division compliance with all laws and regulations and control the activities of the division through effective supervision.
• Ability to plan, coordinate and implement an effective and efficient transportation program and ensure the proper maintenance and safety of passenger vehicles.
• Ability to operate passenger vehicles safely.
• Ability to react calmly and quickly in emergency situations.
• Ability to plan, organize and supervise a transportation staff.
• Ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations.
• Ability to perform employee evaluations and to make recommendations based on results.
• Ability to offer training and assistance to subordinates and employees of other departments as required.
• Ability to use independent judgment and discretion in supervising various programs including the handling of emergency situations, determining procedures, setting priorities, setting schedules, maintaining standards, planning for future Parish needs and resolving problems.
• Ability to plan and develop daily, short- and long-term goals related to Parish purposes.
• Ability to take the initiative to complete the duties of the position without the need of direct supervision.
• Ability to plan, organize and prioritize daily assignments and work activities.
• Ability to learn and utilize new skills and information to improve job performance and efficiency.
• Ability to compile, organize and utilize various financial information necessary in the preparation of assigned budgets, and knows how to prepare and monitor budgets.
• Ability to read and interpret complex materials pertaining to the responsibilities of the job.
• Ability to assemble and analyze information and make written reports and
