Utility Technician

Boring Crew 

Gulf Coast Electric Cooperative is accepting applications for the position of Utility Technician working out of the Tyndall AFB office. Applicants must have a Class A CDL or the ability to obtain them within 6 months of starting. Heavy Equipment Operator, Boring and/or Mechanical experience is preferred but not required. Must have the ability to maintain a security clearance to enter government facilities.                                       

JOB SUMMARY

  • Follows and promotes safety within the organization.
  • Assists with the utility privatization contract at Tyndall Air Force Base.
  • Utility Technicians will perform maintenance and construction functions on energized single phase and three electrical lines as well as construction/repair in the water distribution system.
  • They will perform ROW duties as assigned.
  • Utility Technicians will assist with building maintenance issues on and around the premises.
  • Employee may be called in to work at any time.
  • Performs other duties as assigned.

QUALIFICATIONS

Education: High school diploma or equivalent.

Related Experience:

  • Previous experience as an Equipment Operator preferred.
  • Must have previous experience and proven expertise in operating heavy machinery, power tools, basic hand tools and hydraulic equipment.
  • Must have working knowledge or experience with electrical/water distribution systems.
  • Previous experience working on a line crew preferred.
  • Utility Technicians must have the ability to perform line duties including pole construction and working with overhead and underground electrical and water lines.

Other:  

  • Must have the ability to successfully pass Gulf Coast Electric Cooperative’s employment entrance examination and drug screen.
  • Must have the ability to maintain a security clearance to enter government facilities (Tyndall AFB)
  • This position requires the incumbent to be on call at all times.

REQUIRED QUALIFICATIONS

  • MUST have completed the GCEC required safety training.
  • MUST understand where occupational hazards exist and safety precautions required for dangerous/hazardous chemicals (e.g., chlorine, etc.).
  • MUST understand underground utilities including utility color coding, flagging, mapping, marking, road marks and digging laws.
  • MUST understand locating restrictions, boundaries, and property limitations.
  • MUST have operational knowledge of all metering and electronic metering systems (TWACS).
  • MUST have working knowledge of building, construction, National Electric Safety Code (NESC, RUS, AWWA) and equipment safety.

LICENSES/CERTIFICATIONS/REQUIRED TRAINING

  • Florida Class A CDL

REQUIRED KNOWLEDGE

  • Water and Electric Distribution systems – Knowledge of practices, methods, tools and equipment used in the installation, maintenance, calibration, repair and testing of electric and water distribution systems.  Specifically:
    • Knowledge of  reading and interpreting staking sheets.
    • Knowledge of back siphonage and cross connections along with methods to prevent contamination of the water system.
    • Knowledge of water and electric meters.
  • NESC rules and regulations.
  • DEP standards.
  • AWWA standards.
  • RUS Construction Guidelines .
  • DOT Guidelines.
    • Electrical codes and their meanings.
  • Chemistry – Knowledge of basic chemistry principles and their safety precautions (e.g. chemical reactions, basic calculations for adding/mixing chemicals, how to protect self from chemicals, etc.).
  • Computers – Knowledge of basic computing, data entry and how to best utilize computer programs to achieve an end result.
    • Meter programming.
  • Engineering/Design – Knowledge of creating and reading blueprints, schematics and other technical drawings (e.g. staking sheets, maps, etc.) and how to input  or program their data into a computer.
  • Mechanical – Knowledge of machines and tools including their designs, uses, repair and maintenance.
  • Mathematics – Knowledge of how to use arithmetic.
  • Production and Processing – Knowledge of raw materials, production processes, quality control, etc. for maximizing the effectiveness of equipment and services.
  • Transportation – Knowledge of principles and methods for moving things that are large, small, awkwardly shaped, heavy, light, bulky, etc.
  • Public Safety and Security – Knowledge of how to properly ensure the safety and security of the general public while performing work in or around water or electrical distribution lines.
  • Geography – Knowledge of principles and methods for describing the features of land, sea and air masses including their physical characteristics, locations and topography.
  • English Language — Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar.
  • Law and Government — Knowledge of state/federal laws and codes related to electric and/or water distribution systems, especially those related to the environment; knowledge of related OSHA standards.
  • Agency Specific (not required at time of hire) – Knowledge of GCEC’s policies and procedures, including GCEC’s safety manual. Understanding of the operations and maintenance of the water and electric distribution system at Tyndall Air Force Base. Understanding the work procedures and policies for Line Technicians and other subordinates.
